MR. GAN CHENG CHIAN
Technical Manager of Bekaert Singapore Pte Ltd
Gan Cheng Chian is a civil engineering professional with 37 years of experience and currently serves as Technical Manager (Underground Solutions) at NV Bekaert SA. With 28 years at Bekaert, he has contributed to major underground projects across Asia, including in China, Singapore, and South Korea. He is a recognized expert in sprayed and fibrereinforced concrete, with involvement in over 22 sprayed concrete tunnel lining projects and more than 20 fibre-reinforced precast segmental and cast-in-situ tunnel lining projects since 1998. He has also been a member of the Working Group for SS674:2021 – Design of Fibre Concrete Structures since January 2019.
MR. MAKOTO SHOJI
DENKA, Japan
Makoto Shoji is the General Manager of Denka Construction Solutions Malaysia Sdn. Bhd. He joined Denka Company Limited in 2010 and has since been involved in the research and development of construction materials, including expansive additives, rapid-hardening materials, ultra-high-performance fibre-reinforced concrete (UHPFRC), and low-carbon technologies. Since 2022, Shoji has been based at Denka’s manufacturing facility in Malaysia. There, he is responsible for developing products and managing manufacturingprocesses tailored to the market needs of Southeast Asia.
PROF. TAN. KIANG HWEE
Emeritus Professor National University of Singapore
Tan Kiang Hwee is an Emeritus Professor at the National University of Singapore (NUS). He obtained his doctoral degree from the University of Tokyo in 1985. He is a Fellow of the Institution of Engineers, Singapore; the Japan Concrete Institute; and the Japan Society of Civil Engineers. His areas of specialisation include structural concrete and composite materials.
MS. YEW I YING
NATTEST, Malaysia
Yew I Ying has been active in the concrete and precast concrete industry since 2011,
progressing from QA/QC Engineer to QA/QC Manager. Recognized as a domain expert in
precast concrete QA/QC, concrete mix design, and fibre-reinforced concrete through roles
with Holcim Malaysia and SPC Industries Sdn Bhd. With over 11 years of civil engineering
experience, has been involved in more than seven precast tunnel lining segment projects
since 2013.
ASSOC. PROF. DR. KUM YUNG JUAN
Singapore Institute of Technology
Kum Yung Juan is an Associate Professor in civil engineering with strong industry and
academic leadership experience. He previously served as a Principal Structural Engineer at
Mott MacDonald Singapore (2009–2016) before transitioning to academia as an Assistant
Professor. He currently holds key leadership roles as Program Leader for the SIT–UoG and
SIT Bachelor of Engineering (Hons) in Civil Engineering programs (2026–present),
contributing significantly to the advancement of industry-relevant engineering education.
MR. TODD CLARKE
BARCHIP, Japan
Todd Clarke has over 13 years of experience in the concrete construction industry and is currently pursuing a PhD at Victoria University. He serves as Principal Engineer at BarChip Inc., where he leads the company’s global engineering support team and actively initiates and collaborates on research partnerships with universities across Australia and internationally. Todd is a member of several industry and scientific committees, including the Australian Tunnelling Society (NSW Chapter), fib Task Groups 1.8 and 4.1, and the ITAtech Activity Group on Low Carbon Linings. Since 2014, he has been involved in numerous fibrereinforced concrete projects across Australia, New Zealand, and Southeast Asia.
TS. DR. TAN LENG EE
Assistant Professor, TAR UMT, Malaysia
Tan Leng Ee currently serves as an Assistant Professor at Tunku Abdul Rahman University of Management and Technology (TAR UMT). She holds a PhD in Sustainable Construction Materials and Technology from the School of Housing, Building and Planning, Universiti Sains Malaysia. She began her research on Geopolymer and alkali-activated concrete as a research assistant while pursuing her Bachelor’s degree, and has more than 10 years of research experience. Her current research focuses on low-carbon or low-embodied energy alkali-activated concrete.
MS. CHRISTINA CHIA
SPC Industries Sdn Bhd
Christina is a Civil Engineering graduate from Universiti Teknologi Malaysia with over 26 years of industry experience. She has extensive expertise in QA/QC and precast concrete and played a key role in MRT projects in Malaysia and Singapore. She served as Project Director for the Sungai Buloh–Serdang–Putrajaya (SSP) MRT line, leading the production of segmental box girders and tunnel lining segments. She is currently the Executive Director (Projects) at SPC Industries, overseeing overall operations.
MS. CHANG QINGYANG
Concrete AI, Singapore
Chang Qingyang is the Co-founder and Chief Executive Officer of ConcreteAI, a Singapore based construction technology company and deep-tech spin-off from the National University of Singapore (NUS). ConcreteAI develops innovative solutions that enable construction projects and precast facilities to accelerate concreting cycles, ensure in-situ concrete quality, and reduce carbon emissions. To date, its technologies have been deployed across four continents, delivering real-time intelligence to leading global industry players.

CRT Manufacturing Sdn Bhd
Mei Si is the inventor of Patent No. MY-208473-A and Co-Founder of CRT Manufacturing, where she leads the development of STARBAR™, a sustainable GFRP reinforcement solution. She works closely with CIDB, SIRIM, and JKR, contributing to national technical working groups, and has secured ASTM and MyHIJAU certifications. Mei Si is also an active conference speaker, advocating for innovative and sustainable construction practices.
DR. KHOO CHEE MIN
CMKS Consultancy Sdn Bhd
Dr. Khoo Chee Min is a geotechnical and tunnel engineering specialist with over 20 years of experience in consultancy and design management. He holds a First Class Honours degree from Universiti Teknologi Malaysia and a PhD from Universiti Teknologi PETRONAS. He is currently Director of CMKS Consultancy Sdn Bhd and has been involved in major MRT projects in Malaysia, including the Kajang and Putrajaya Lines. Dr. Khoo is a Fellow of the Institution of Engineers, Malaysia (IEM) and a two-time recipient of the prestigious Tan Sri Hj. Yusoff Prize (2019, 2026).
